I can see this card being played in low-powered Cubes or Limited environments

I was kind of obsessed with Peter Dickinsons The Flight of Dragons at the time, and a huge part of the appeal was the totally unique dragon art of Wayne Anderson, and that Scaled Wurm made me want to shuffle up and live in Dominia (the MTG world, pre retcon to Dominaria)
Basically, Sultai Mutate and Abzan Keywords were consistently bad, with Sultai Mutate taking last place in a massive six categories but somehow beating out Abzan Keywords by a point since Abzan Keywords ranked at or near the bottom so consistently, while Sultai Mutate managed to finish second in some of the commander-based categories
They'd have to find another answer
